He extended a warm welcome to the Chinese and foreign guests present, introduced the progress of international scientific and technological cooperation in the field of zero-energy and zero-carbon buildings by the China Academy of Building Research over the past 30 years and the exploration achievements in the recent 10 years. He also stated that as the leading unit on the Chinese side, he would coordinate all participating parties to achieve more results.

Li Zhe, the Chairman of the Chinese Steering Committee and a second-level inspector of the Department of Planning, Finance and Foreign Affairs of the Ministry of Housing and Urban-Rural Development, said that the launch of the China - Switzerland Zero-Carbon Building Cooperation Project would further enhance the building energy-saving levels of the two countries and deepen the bilateral friendly relations. Through this cooperation, both China and Switzerland will improve the standard systems of nearly zero-energy and zero-carbon buildings in China, promote the low-carbon and zero-carbon renovation of existing buildings in China, and advance the comprehensive application and forward-looking research of highly efficient green energy-saving technologies.

Renaud Vuignier, the Chairman of the Swiss Steering Committee and the Chargé d'affaires (Acting) of the International Cooperation Section of the Swiss Embassy in China, said that both China and Switzerland, as signatories to the Paris Climate Agreement, have already announced their carbon peaking and carbon neutrality goals. The launch of this project will promote the sustainable development of the two countries in the field of building energy conservation and emission reduction and facilitate the implementation of carbon emission targets.

At the meeting, Li Zhe and Renaud Vuignier jointly signed the "Implementation Agreement on the China - Switzerland Zero-Carbon Building Project (Phase I)".
